November 5, 2026
On January 30, 2026, the Northwoods River News ran the headline "County board approves weekend rentals in residential zones." Eleven days later the Lakeland Times ran "Minocqua holds the line on short-term rentals." Both headlines are accurate. If you're pricing a Minocqua cabin or lake home around rental income, you need to know which one covers the property.
Inside the Town of Minocqua, it's the second one. When a house in town has a rental history, it tells you what one owner did under one set of permits. It doesn't tell you what the next owner is allowed to do.
Oneida County Resolution #11-2026, also called Ordinance Amendment #06-2025, rewrote one line of the county zoning code. The old line said "Tourist rooming house rentals of six (6)-consecutive days or less are prohibited." The new one says "Tourist rooming house rentals shall be limited to no more than one (1) rental per seven (7) day period." The change covers Districts 1B and 1C Forestry, 02 Single Family, 08 Manufacturing/Industrial and 15 Rural Residential, according to WXPR's January 21 report. WJFW reported that the County Board passed it 12–5.
Three Lakes pushed for the change. In WXPR's account, Jacqui Sharpe, executive director of the Three Lakes Visitor's Bureau, said snowmobilers were going "right across the border to Vilas County where they are welcomed with reasonable, flexible policies." Supervisor Billy Fried voted no. WXPR quoted him: "I'm trying to protect single family. We have a housing crisis here." Fried also sits on the Minocqua Town Board and Plan Commission.
Under the county rule, a cabin can take one booking a week, and that booking can be a Friday-to-Sunday stay. Inside Minocqua, the town ordinance adds a second layer.
| Oneida County rule, since January 2026 | Town of Minocqua rule | |
|---|---|---|
| Bookings allowed | One rental per seven-day period | One rental at a time, see below |
| Minimum stay | None | Seven consecutive days |
| Weekend-only stays | Allowed | Prohibited |
| Districts covered | 1B, 1C, 02, 08, 15 | Listed in town ordinance and notice |
| Who enforces | County zoning | Town, through its STR license |
The town's own notice says it directly: "Tourist rooming houses in the Town of Minocqua still cannot advertise or otherwise offer rental periods of less than 7 consecutive days." The notice also says the county change "will not" alter that, and that violations can bring penalties, fees and possible revocation under the Minocqua short-term rentals ordinance.
The issue came up at the February 3, 2026 Town Board meeting. Per the minutes, the board questioned "if the town can keep it's ordinance in place" and whether the county would keep enforcing it. The board decided "to keep the 7- day minimum requirement for the town and deal with the enforcement issue," and to keep discussing overlay districts "so we can still be covered by county enforcement."
The county's zoning code no longer sets a minimum stay in those districts. So in Minocqua, the seven-day rule is backed mainly by the town's annual STR license, which the town can deny at renewal or revoke. On February 24, according to the Plan Commission minutes, the commission voted 7–0 to have Chairman Mark Hartzheim pursue county overlay districts for short-term rentals, camping and portable shipping containers. When the commission approved a rental permit in a single-family district on March 31, its minutes record that Hartzheim "noted the 7-day minimum rental period remains in effect in the Town of Minocqua."
Then on May 12, the commission approved another single-family rental permit. Those minutes describe it in the county's new wording, a district "where rentals shall be limited to no more than one (1) rental per seven (7) day period." The county permit and the town license are separate approvals with separate wording, and a Minocqua owner has to follow both. A county permit approved in county language doesn't release the property from the town minimum.
Check which zoning district a property is in before relying on either rule. The town's notice on the county change applies the minimum to Single Family Residential District 2, Residential and Retail District 4, Rural Residential District 15 and Forestry District 1a. The ordinance adopted in 2018 lists District 2, Residential and Retail District 14, District 15, and Forestry Districts 1-A and 1-B. For any specific parcel, ask the town clerk to confirm which list applies.
For a buyer, this matters more than the weekend question. The Oneida County Public Health Department's vacation rental guide says the county Tourist Rooming House Administrative Review Permit "is required even if your home has been previously licensed for short-term rentals with past owners." Online reviews, a booking calendar and a past owner's income all describe permits that end with that owner.
Minocqua's ordinance lists five approvals a short-term rental needs. A new owner goes through them in roughly this order:
The sequence matters because the ordinance says off-site advertising can start "only after all Town, County and State permits and licenses have been obtained." The county guide adds that new construction or remodeling must be finished and ready to rent before the pre-inspection can happen. If you close in spring expecting July bookings, every step has to be done before the first listing goes up. Town licenses run July 1 through June 30, and each renewal requires a fire inspection report dated within the past year.
The ordinance text lists a $500 initial STR application fee, a $100 renewal, a $100 inspection fee, a $100 late fee and a $50 resident-agent permit. The town's forms page tells applicants to contact the town for current fees, so confirm those numbers there.
Once the permits are in place, the house still sets limits. The town ordinance requires one bathroom per six occupants and 100 square feet for the first occupant plus 50 for each additional one. It caps a unit with no separate enclosed bedroom at two people, and it has parking requirements. The septic system can also cap occupancy. In one rental permit approved at the May 12 meeting, the guest limit was set by the capacity of the septic system, which was shared with the owner's own living space.
The ordinance also limits how a property can be used for groups. Paying guests can't stay in RVs, campers or tents on site. Outdoor events are limited to one day, between 10 a.m. and 9 p.m. Signage is capped at one square foot, and no rental advertising is allowed on the lake. A large lake home might seem built for reunion weekends. Under these rules, it can be rented to one group for at least a week at a time, sized to its septic system and bathrooms.
The room tax keeps running even when the place sits empty. Minocqua charges a 5.5% room tax. Its quarterly report form is due to the Town Treasurer by the 15th after each quarter, including quarters with zero sales, and unpaid tax accrues interest at 10% a year. The next deadline after this post goes up falls on January 15, 2027, for the October–December quarter.
Neighboring Woodruff has a similar setup. The Town of Woodruff still requires stays of at least seven days in single-family residential areas. It lists a $500 annual permit fee and a 5.5% room tax, and owners must file quarterly reports even when a booking platform has already paid the tax. Moving a few miles up Highway 51 doesn't get you weekend rentals.
This is general information about local rules, not legal, tax or financial advice. Before you count on rental income, confirm your property's zoning, permits and obligations with the Town of Minocqua, Oneida County, and your own attorney or tax professional.
Can I rent my Minocqua place for a weekend now? Not in the districts the town ordinance covers. The town notice says rentals under seven consecutive days are still prohibited there, even though the county dropped its own minimum.
Does the seller's rental license transfer to me? No. The county health department says a new Administrative Review Permit is required even if past owners held a license, and the state license requires a new pre-inspection.
What if I only rent a few nights a year? Under Minocqua's ordinance, you need a short-term rental license once you rent more than 10 nights in a year.
Will Minocqua change the rule? The Plan Commission voted in February to explore county overlay districts. As of the March 31 minutes, the seven-day minimum was still in effect.
